Job summary
The Public Safety Group’s (PSG) mission is to keep citizens safe, cut crime, protect the vulnerable and reform police, fire, and rescue services to improve their efficiency and effectiveness. This role is based in the Serious Violence Reduction Unit (SVRU) in PSG’s Crime Reduction Directorate.
Reducing crime is a key priority for the Government. The Prime Minister has a target of reducing serious violence by 20% by the end of the Parliament. This area of business is fast paced, with high visibility and an opportunity to contribute to the real impact of reducing serious violence. The role will offer you opportunities to develop your skill set in financial management and good practice in the serious violence space.
SVRU is responsible for ensuring that high priority policy commitments for serious violence are successfully delivered within a best practice, programme management discipline.
We are responsible for the Government’s flagship serious violence reduction and prevention programmes including:
- The Violence Reduction Unit (VRU) Programme - VRUs bring together key partners in local areas to identify the drivers of serious violence and deliver a multi-agency response to them.
- The GRIP Programme – providing investment to police forces to carry out ‘hotspot policing’ in the areas most affected by serious violence.
- The Youth Endowment Fund (YEF) - a high-profile £200m investment over 10 years, focused on targeted early intervention for those children and young people most vulnerable to involvement in serious violence.
- The implementation and delivery of the Serious Violence Duty, a £13.1m investment for this year. The Duty requires a range of authorities to work collaboratively, to share data and information to put in place a strategy to prevent and reduce serious violence within their local communities.
- Trauma Informed Practice - an innovative intervention to help frontline workers recognise and respond to trauma in the young people they work with.
This role offers you the opportunity to be part of the financial assurance of programmes that receive a large amount of Government funding. Since 2019 the Home Office has invested up to £417.5m million on the VRU and Grip programmes alone, to support local agencies and help those communities which are most affected by serious violence.
Job description
The work of the Unit is rarely out of the news, is fast-paced and offers a real mix of finance, strategy, and policy. It attracts extensive interest from No.10, other Ministers, senior officials, other Government Departments, and wider stakeholders.
You will play a key role in providing assurance of the Unit’s finances, tracking spend, and working closely with the Finance Manager and programme leads to ensure good financial management and that any financial risks yo deliver are managed and/or escalated as appropriate. You will sit in the Serious Violence Programme Management office. This will give you the opportunity to work closely with and utilise the expertise of colleagues with strong experience in different aspects of programme delivery, policy, strategy and finance. You will also develop specialist knowledge of the SVRU programmes, as well as in relation to serious violence policy.

The main responsibilities for this role include, but are not limited to:
Supporting the assurance of SVRU finances:
- Use information from various sources across the Unit to build a comprehensive and accurate picture of the Unit’s finances and identify any delivery opportunities or issues that arise from this.
- Provide support, guidance, and challenge to colleagues across the Unit for finance-related issues, as well as handling queries from other internal and external stakeholders.
- Work in conjunction with the SVRU Finance Manager, Finance Business Partners, and central finance to ensure the smooth running of the SVRU finance function, as well as leading with processing payments for some of the Unit’s programmes
- Work with the SVRU Finance Manager to give financial assurance to the Head of Unit and the Crime Reduction Directorate Director.
Leading on finance commissions and supporting wider strategic activity:
- Work with programme leads to produce high quality briefing and returns to commissions on a range of financial related issues
- Support the Finance Manager to work with the Unit’s PMO team to understand, track and manage finance milestones and risks for the Unit.
- Supporting the Finance Manager with a range of ad-hoc finance activity, such as the Unit’s Spending Review bid
- Work with the Programme Management Office and policy teams to assist with finance forecasting and planning, as well as identifying and mitigating risks to delivery to ensure positive outcomes for the Unit.
Role modelling positive Civil Service behaviours, as well as working to create a positive and inclusive workplace culture, both within the team and the wider Unit, where staff are happy and feel safe to challenge.
As with all posts in the Crime Reduction Directorate, the priorities may flex as directorate priorities change.
Essential criteria
- Good numeracy skills – you will need to be familiar and comfortable with handling financial data.
- Excellent interpersonal skills and experience of working with others.
- Comfortable using excel.
- Experience of working in a changing environment and planning, collaborating, and delivering multiple pieces of work.
Desirable criteria
- Previous experience with financial systems such as processing payments, raising purchase orders etc.
- Some experience of working on fiscal events or on financial / value for money issues.

Selection process details

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.
